Remoting with powershell to manage cluster

Hello. I have installed admin tools on windows 8.1. I can use all the available tools/snap-ins except for the failover cluster manager. That's because the cluster is based on winserver 2008 r2. That's okay. Now to the problem. I want to use the failover cluster module in powershell instead, but when I run the import-module failoverclusters, the module cannot be located on any module directory. I checked the specified path; c/windows/system32/powershell/v.10/modules and the failovercluster folder is there. I am using powershell 4.0 on windows 8.1. What can I do import the module and use the it's commandlets? Help.
