Access denied adding 2nd node to 1-node cluster

 Hello, folks. Hoping someone can tell me where I've gone wrong. Have a couple 2008 Enterprise Server Core machines for a file server cluster. Initially created a one-node cluster and is working fine. Validation before adding the second node succeeds. Attempting to add the second node via gui reports:

Adding NEWNODE.dept.domain.tld to the cluster.
Validating cluster state on node NEWNODE.
Getting current node membership of cluster fileserv-cluster.
Adding node NEWNODE to Cluster configuration data.
Unable to successfully cleanup.
The server 'NEWNODE.dept.domain.tld' could not be added to the cluster. An error occurred while adding node 'NEWNODE.dept.domain.tld' to cluster 'fileserv-cluster'. Access is denied.

Attempting to add the second node via cli reports:
(from working cluster node)
C:\>cluster /add /node:NEWNODE

Configuring node NEWNODE
---------------------------------------
 12% Validating cluster state on node NEWNODE.
 25% Getting current node membership of cluster fileserv-cluster.
 37% Adding node NEWNODE to Cluster configuration data.
 50% Validating installation of the Microsoft Failover Cluster Virtual Adapter on node NEWNODE.
 62% Validating installation of the Cluster Disk Driver on node NEWNODE.
 75% Configuring Cluster Service on node NEWNODE.
 87% Starting Cluster Service on node NEWNODE.
100% Waiting for notification that node NEWNODE is a fully functional member of the cluster.This phase has failed for Cluster object '
NEWNODE' with an error status of 1460 (0x000005B4).
Cleaning up NEWNODE.

System error 1460 has occurred (0x000005b4).
This operation returned because the timeout period expired.

Via command line there's a delay at 100% and again at Cleaning up NEWNODE.

Suggestions? What additional information would be helpful?
