Server 2012 Cluster Aware Updating powered off my non-HA VM's instead of shutting them down

I have a 2 node cluster (server 2012 hosts) specifically to make a couple VM's HA.  I had only made a single VM clustered and at first cluster aware updating was failing saying that node drain failed on the node that had nothing to drain (the HA VM was on the other node).  After making another VM HA so that there was one on each node, the cluster aware updating seemed to work as expected.  Except now when I log into the VM's that were not HA on each node, they all complain about an unexpected shutdown and the event log indicates a kernel power failure.  So cluster aware updating simply powered off the VM's when the host rebooted?  That seems like a problem!
