ARR set up giving me "403 - Forbidden: Access is denied"

I set up a web farm using ARR on IIS 7.5 and Windows Server 2008 R2. There are two windows server 2008 R2 nodes. Each node individually works. There is no SSL enabled anywhere. But when I try to access the applications with Microsoft ARR I get a 403 error. I set up the web farm per the documents. I must be missing something. What am I missing?
