Creating a cloud based HA Environment

Hi All, 

This might sound a bit strange at first, but please bare with me. I want to make a full HA environment using nothing but "Cloud" so VM's servers. I need to be able to host a File Server, and SQL Server in HA. 

The plan is to use 2 Virtual machines as DC's one primary and one backup. Then another 2 VM's to create a failover environment. While I think this is support by Microsoft, (Still researching) I would like to find out if I could use another 2 VM's to create iSCSI target server with failover.  So far i have only found methods using a single iSCSI server, which in return creates a single point of failure and makes the rest of the environment pointless. 

Has anyone come across a clear, simple guide on creating a cluster SAN using Windows Server 2012 r2? If it can even be done that is.
