Validate disk failover fails on Disk 0 which is C: in disk management ??

I am receiving the following message when performing the validation or the create cluster

Occasionally this will happen on the other node as well, if I decide to start the wizard from the opposite node.

Futhermore, what is interesting about this is that I had setup a similar cluster that had the same issue but it went away after verifying that nothing was using the C: drive.  Also rebooting but for some reason I cannot find any further information on this topic.

Background

Two nodes - Quorum defined 500 MB - it can be seen on both nodes.   Apparently it does not like the disk 0 or C: drive?

Validate that a disk can fail over successfully with data intact.

Getting partition table for cluster disk 0 from node servername

Arbitrating for cluster disk 0 from node servername

Bringing online cluster disk 0 on node servername

Writing file data on cluster disk 0 partition 2

Taking offline cluster disk 0 on node servername

Releasing cluster disk 0 from node servername

Arbitrating for cluster disk 0 from node servername

Bringing online cluster disk 0 on node servername

Validating file data on cluster disk 0 partition 2

Removing temporary file data on cluster disk 0 partition 2

Taking offline cluster disk 0 on node servername

Releasing cluster disk 0 from node servername

Failed to release cluster disk 0 from node (servername,) failure reason: The requested resource is in use.

Failed to release cluster disk 0 from node (servername), failure reason: The requested resource is in use.

Any ideas?
