Create cluster with SOFS

I need create a hyper-v cluster on this hardware:

1) Host 1

2) Host 2

3) Fileserver

4) SAN

5) Switch 1 Gb/s

6) Windows server 2012 R2 standard - 3 License

Scale-out File server approach for the files server, but we don't have VMM license.

Without VMM can'not add storage to the Hyper-V cluster.
