Clustering Policies Question

In our organization we have CCR under windows 2008 , since few weeks, It's failover almost everyday the problem is coming from differents sources, File Share witness, Atempo Tina, Quest manager.

For Fiel Share Witness, Microsoft provide a new HotFix to fix the problem :  http://support.microsoft.com/default.aspx/kb/978790

Now for Tina and Quest we have 3 services for each one that are publied as ressouces, the problem when one of this service failed , the failover will occured.

I want to know if I disable, in the failover policies,the failover wont happened.

(what I did , for each of these services properties > Policies tabe, I check if resouce failed do not restart)
