Unable to create cluster

Everything runs fine until :

Network Name <Cluster Name>: Unable to read ObjectGUID parameter, error=2

Network Name <Cluster Name>: Unable to read NetworkName parameter, error=2

Then the resource starts deleting.

When a domain admin creates the cluster it runs fine, versus this user who could create the computer object for the cluster and has rights but fails at this stage per the logs.
