Live Migration in a hyper-v server 2012 r2 cluster, using smb storage, never completes. (status stuck in stopping)

I have an issue when trying to live migrate a VM role from one host to another in my cluster. It is a two node cluster with iscsi connections to our SAN.

Every time I try to migrate from one host to the other the VM status sticks on Stopping. I can see in hyper-v manager that the server has moved and is available to serve client requests, but the failover cluster manager never updates the status. This wouldn't be a bad thing, however due to the status not updating I cannot live migrate the VM back to the original host without first stopping the VM. I can quick migrate and it will return to the running status, but not on a live migration.  If I start with a quick migration it sticks in a saved state.  The really strange part is if I look at the properties of the VM from the resources tab I can see that the status is online and the status for the configuration is online as well. Any help would be appreciated.  You can see from the screenshot how everything looks even hours after the live migration is finished.

EDIT:  I just tested live migrating the VM through powershell and I can move it between both hosts without an issue.  It is only something to do with the FCM.

Update:  I wrote a live migration powershell script for all of my virtual machines.  I noticed that when I move from host A to host B I see the issue shown below, but when I use the script to Live Migrate back to Host A the FCM will actually show running.
