CSV becomes 'raw' after unexpected power outage

Hi folks,

I'd like to seek your help regarding some weird problem we're facing in our environment. We have 2-node failover cluster running WS2016 and HP MSA SAN as its backend storage device. One evening, we had an unexpected power outage and it took down this cluster. VM failed to start as the CSV was marked as 'raw' and everything we tried to have it back failed. We checked the SAN and found no hardware problem. Now we're losing options and planning to recreate the CSV (which will delete the VM files residing on it). So before we do that, I'm hoping someone already experienced it and potentially provide recovery steps.

Actions we already took:
-gone through event viewer and foud no definite log entries that could point why this CSV becomes 'raw'
-tried removing this CSV from the cluster and re-added as cluster volume, still failed
-tried attaching the disk as pass-through, still unreadable on the host
-tried running REFS volume repair but returned 'unable to repair'
-tried using third part recovery tool (EaseUse), but the VHDX files were not available

We've already look it up over the Internet hoping to find any write-ups/forums which have similar case, but apparently this one seems unique.

Hoping to get some feedback.
